Should “were sent” be replaced by “was sent”?

You are correct @Kohyoongliat.
When two nouns (subjects) are connected by with, along with, together with, as well as etc the number of the first subject (noun) will determine the number of the verb.
So, … General U Thein Sein, along with 22 other military officials, was sent … is correct .
