About the following sentence: 2). Why don’t we consider changing vendors? Could I also say “Why don’t we consider TO CHANGE vendors?”?

The verb is “consider”. You can use consider + -infinitive (-ing form), but nor consider + to infinitive.

For me, that would be a more grammatically correct/less colloquial way of putting it.

Those are correct terms, but wouldn’t work in this context.
They would require a question such as ‘would you like some sushi?’
