Hard to say, because you have to ask the author what exactly he meant by this strange construction. Maybe “The call for optimism” or “The need to be optimistic” or “We should be more optimistic”. This really leaves a lot of room for interpretation…

This is a strange phrasing. As this is a religious text, I think they may be using phrasing similar to issuing a call to be the minister of a church.
This is a call, or invitation, to be an optimist.
