Should 'Selangor' be enclosed by commas?

There have been sharp spikes recorded in the federal territory of Kuala Lumpur and Malaysia’s most developed state Selangor in recent days.

Should ‘Selangor’ be enclosed by commas?

No, I wouldn’t use any enclosed commas or quotation marks here because both from the context as well as by capitalizing it’s clear that Selangor is the name of a state in Malaysia.

I think it’s borderline. Commas are used less commonly than they used to be. At one time commas would be used in that sentence. I’m an old guy, so I would use commas myself. However I know that most people would not.

You can avoid the issue by being consistent:
territory OF Kuala Lumpur
state OF Selangor
