Do we say “It’s time we go.” OR

“It’s time we went.” ?

‘It’s time we went’. In ‘It is time I went’, ‘went’ is really a subjunctive , though in form it is the same as the past tense. The meaning is ‘It is time that I should go’. Thus in the past it becomes ‘It was time I went’, that is, ‘It was time that I should go’.

The expression ‘It’s time’ takes the past tense in the complementary clause as we have already explained more than once.
So, ‘It’s time we went.’ is more acceptable and appropriate.
To me, it means that it’s time for us to have gone!
