Is the first version (with a period) British English and the second (with a colon) American English?

Is the first version (with a period) British English and the second (with a colon) American English?

I think the first is used for a 12-hour-clock format and the second a 24-hour-clock format.
In either case ante meridiem is abbreviated as a.m. and post meridiem as p.m. Periods seem to justify the disctinction between a.m. and am (the verb).
Google Calendar, which is a widely used application uses the following format which I stick to too: 1:30pm
