B: I’m going to the movie theater with my friend. What are you going to do?
A: I’m not quite sure yet.


Is “as to” a preposition here?

Does it mean “concerning”?

Yes, I think that is a preposition. It’s an American usage and is not common.

Yes, it means concerning or regarding.

As for’ has the same meaning. They are not entirely interchangeable though. It depends on what follows.

Note that you could remove ‘as to’ from the sentence without changing the meaning.
