B: I’m going to the movie theater with my friend. What are you going to do?
A: I’m not quite sure yet.
Is “as to ” a preposition here?
Does it mean “concerning ”?

Yes, I think that is a preposition. It’s an American usage and is not common.
Yes, it means concerning or regarding.
‘As for ’ has the same meaning. They are not entirely interchangeable though. It depends on what follows.
Note that you could remove ‘as to ’ from the sentence without changing the meaning.
