I wanted to ask you about this sentence:
The document will be revised within 30 days of the anniversary of its initial issue.
Does ‘within’ here mean "before’ or “after” the anniversary?

a) before a certain period of time has passed:
We should have the test results back within 24 hours.
He fell sick and died within a matter of weeks.
Within an hour of our arrival Caroline was starting to complain.
b) during a certain period of time:
the enormous success of televised sport within the last twenty years
Within the space of a year, three of the town’s factories have closed down.

An example will hopefully make it easier:

The document is issued on 1st January 2010.
The anniversary of the document is one year later - 1st January 2011.
The document has to be revised around a 30 day each way timescale of that anniversary - it could be revised up to 30 days ahead of that date, on 2nd December 2010, or up to 30 days after that date, on 30th January 2011.
The important thing here is that it is not revised too soon or too late. There is a period of 60 days in total around the anniversary date in which the revision should take place.
‘within’ in this context refers to either way.
