Because ‘at home’ is a set phrase meaning ‘inside a person’s flat, apartment or house’. The phrase ‘at home’ can refer to one person in particular or to a population in general. In your sentence it means that many Greeks speak Tsakanika (on ‘Tsakonika’) when they are at home.
