Who's flying that kite?

Hi,

‘‘Hello, my friend! who is flying that kite? I want to cut his kite.’’

Does it make sense or how do native speakers say?

Many thanks

Can you explain ‘I want to cut his kite’ a little more?

Hi,

When we fly kites, we cut each other’s string of kite.

Hi,

I would suggest: I want to cut his kite loose/free so that it flies away. If you simply say ‘cut his kite’, it suggests that you are going to cut up the kite itself.
