Shouldn’t it be: Who would you recommend I should/would talk with?
I would recommend you should/would talk with somebody.

Why not:
3.I would recommend you to talk with X.
instead of:
: I would recommend you talk with X.?
= is the last sentence works gramatically similar like (without : ‘to’):
I made you talk with X.?
I would recommend you talk with X.?
‘talk’ in this question is a verb, not a noun, right?
why is there ‘talk’ without ‘to’, ‘to talk’?

It’s not just with ‘recommend’ and it’s not just with ‘you’. It follows standard rules for a number of verbs. Look at these:
I suggest we run to the shops before they close.
I hope they leave us alone in future.
'Recommend ’ is one of those verbs where you can use the infinitive, the -ing form and a that-clause. In the last example the word ‘that’ is often omitted as in your example:
