I think this depends on whether the book title is essential to the sentence or additional unnecessary information.

I think it’s better to use the article “the” without the comma.
He has written the book How to Succeed.

When using the article “a”, the book title seems more like additional information, so the comma should be used.

Also, book titles should be written in Italics if it’s available. Quotation marks are an alternative when an Italic font is not available. A lot of people will use a comma before direct quotes, but the quotation marks in this sentence do not enclose a quote.
