Which is proper usage: "Unclear whether" or "Unclear as to whether

This is the sentence I’m trying to compose:

unclear as to whether he meant Fox was dead or no longer part of the band’s theme.

unclear whether he meant Fox was dead or no longer part of the band’s theme.

Which of these is more appropriate?

That isn’t a sentence. Can you provide more?

Add “It’s” to the beginning.

Okay, that turns it into a sentence… but it’s still impossible to make a judgement regarding which of those options would be best without more context.

I suspect either of them will be fine though.

Okay, thanks. Can you explain more about which should be used generally? Or in what context either is preferable?
