Which is correct: "at" or " in"?

“A lot of people don’t want to wear masks. There are a lot of people think that masks are not good,” Mr Trump said in a Sept 15 town hall event with ABC News.”

Should it be “at” instead of “in”?

There are a lot of people who think that masks are not good - In my opinion, the relative pronoun ‘who’ cannot be dropped here.

As regards your question, at is better than and preferable to in though either is possible.

In a September in stead of that , we can say, Mr Trump said that in September 15 town hall event with ABC News. … Month always prefixed by proposition in only not at.

I corrected a mistake in your sentence. It’s “preposition” instead of “proposition” and you forgot to insert the indefinite article “a”, so… in a September 15 town hall event.
By the way “in”, “on”, “at” aren’t prefixes, they’re prepositions. “Un-” is a prefix and “-less” a suffix, both are affixes.

Hi, since you are talking about an online casino I would use ‘at’ because ‘in’ would imply that you are inside a building. Let me know if this makes sense.

The use of ‘in’ here is trying to convey the idea that the remark was made when the event was taking place. This idea is better expressed by using ‘during’.
