‘Thanks’ is informal. ‘Thank you’ is more formal.
‘Thanks’ is not only used between people who have a close relationship. (Not ‘closed relationship’) For example, on this forum, I would use ‘thanks’ rather than ‘thank you’, even though I have never spoken to the person I am thanking before.
