Yes, you are right: Mr Yeo said that if he had been president, he would not have been able to say some of the things in his book.

Yes, it should be ‘had been’ as it is more a Type III than a Type II conditional according to the context.
However, the following will also be correct in a different context:
- Mr Yeo said that if he was (were) president, he would not be able to say some of the things in his book. (Type II)
