I would replace “is” with “was” (or “had been”):
I was surprised to find my passport which was locked away in an old bag.
In my opinion, this new sentence has a slightly different meaning than my sentence. But that’s OK. It just depends on what you want to stress. Your sentence says that you were surprised to find your passport and then it simply explains where the passport was (without being surprised by that).
My sentence was:
I was surprised to find my passport locked away in an old bag.
In my sentence the surprise is much more strongly connected with where you found the passport.
