‘Flowery language’ (no ‘the’) is a very elaborate, ornate, and often poetic/literary way of speaking or writing.
It is the opposite of plain, simple language.
If a speech or writing style is flowery, it uses too many complicated words or phrases in an attempt to sound skilful.

As use of the term has negative connotations more often than not (except within the field of poetry and some literature), I really wouldn’t want people to think this is how writing ought to be.
Here, courtesy of an Oxford Thesaurus and the Plain English Society are some [color=violet]examples of over-complicated flowery language, followed by [color=green]more streamlined straightforward versions:
