Because ‘substantial’ means ‘real’, ‘not imaginary’ and that’s not what the context is. It’s obvious that there is a distance between the hotel and the beach.

They are not synonyms, but they are close to the same meaning. After thinking about it, I can’t think of a difference between the two words. In that sentence considerable is the more obvious choice. It sounds better and is more commonly used. However, substantial would not be wrong. It would be less commonly used though.
Long distance would also be a common way to say it.
I think we could also say that ‘a considerable distance’ is what we call ‘a strong collocation’ while ‘a substantial distance’ is not.
