What is going on? (present of future?)

Weather forecast

Weatherman: No, the wind might change the direction and blow from west to east.

Man: Oh, and then the clouds would move to the east.

Weatherman: Uh, it is very hard to predict what the weather will do.

Man: Uh, to predict?

Weatherman: Predict? Oh, to forecast the weather, tell what is going on.

tell what is going on

What tense is this sentence?

1- The present continuous: tell what is happening?

2- future: tell what will happen?

Thank you

I would say it mostly refers to what is going on at the moment keeping in mind that ‘at the moment’ can be a couple of hours or as well as few days.
