Man: Uh, to predict?

Weatherman: Predict? Oh, to forecast the weather, tell what is going on.

What tense is this sentence?

1- The present continuous: tell what is happening?

2- future: tell what will happen?

I would say it mostly refers to what is going on at the moment keeping in mind that ‘at the moment’ can be a couple of hours or as well as few days.
