What does 'she had' mean?

The cake wasn’t exactly an aesthetic triumph. The frosting was bitter, as if she had run out of sugar or something, which of couse, SHE HAD.

Dose the ‘she had’ at the end of this sentence mean she had sugar or something or she had run out of sugar or something? Thank you.

She had run out of sugar before completing the cake.
