What do you call this? Stairs with a balcony? Please look at the photograph

Is this a staircase? If so, could you tell me am I right if I say it has some sort of balcony? If not, please, describe what you see. By the way is ‘staircase’ used in BRE? By the way is ‘What do you call this?’ correct? I mean you don’t say: ‘How do you call this?’ Do you? Thanks Alexandro.

It’s a staircase with a bannister or balustrade. At the top is something which may be called a landing, a balustrade, a balcony or a gallery.

I thought you had stopped the habit of asking questions when you already know the answer, but as you know the answer to your last question already, it seems not.
