say is comes under present tense i.e situation is going on but its not completed
said means past tense i.e already the situation is completed
eg:1) he says that ’ he’ll come tomorrow’
here the situation is, he is saying now (i.e present) he’ll come tomorrow so we don’t know tomorrow what happens whether he’ll come or not but he is now saying so the situation is not ended.
2) he said that ’ he didn’t come yesterday’
here the situation is already happend so we know that he was not attended

“What did he say?” is a grammatically correct English question.
“What he said?” is a question with very bad grammar commonly used by people whose English is not good.
