Definition: It is a tall monumental minaret in Iqbal Park Lahore, built in commemoration of the Lahore Resolution.
Is your question about whether tall or high is a better adjective? I have never realized this before, but it seems like I usually describe man-made things like buildings as tall, while natural things like mountains are high. I am not sure if that is some type of rule - in your case I think either adjective would work, but tall sounds better to me.

I think it is fine - the stairs part is fine too.
