Yes, it’s a phrasal verb meaning ‘to brake’. I would say ‘slow right down’ means as much as ‘to brake properly’.

They are showing three different meanings of the word right.

I think it’s probably an adverb.

It can mean immediately.
I’ll come over to your house. (does not imply when)
I’ll come right over to your house. (this means immediately)

" We slow right down,"
I think in this case it means immediately, but also gradually. So you want to begin slowing down but do not need to slam your brakes hard. This is not just language, it’s also about context and knowing a little about driving cars.
