Can anyone help explain what does “we came in at the lower than the low end part of that range” mean?

The range is $3-4 billion. The lower end of the range is $3 billion. Lower than the low end would be lower than $3 billion.

He might have misspoken, or the news source misquoted him. He probably meant to say something like “we came in lower than the low end of that range.”
