If you said simply ‘used to’, the question would have to be ‘used to what?’ The text is: She isn’t a teacher any longer but she used to be in the past. She doesn’t work as a consultant now but she used to.
You have to repeat the verb to complete ‘used to’ when you are referring back to the verb ‘be’.
