I have sent an e-mail to our finance department’s employee, and that guy never responded to that.
To express my dissatisfaction about this behavior, can I complain about this to our higher management saying that:

“PersonA has not responded to my e-mail, even after 7 days.
And I feel this is discourteous, as I expect yes or no as a minimal response.”

Yes, you could use that phrase although there are probably better ways of handling the situation.
