What matters to me most is the word legendary .
Being a non-native speaker of English, I cannot understand it fully
Therefore, it confuses me a little bit.

Legendary in this context means very famous.
After the Romans conquered Syria, Palmyra became very famous.

So does legendary has the meaning of “very famous” in the following context, Milanya?

It might mean exactly that, although you have been stingy with the context. The meaning depends on what you want to say.
