I dont know the meaning of phrase “under the umbrella” in this sentences . Pls help me !!

Hello @Luks! In this instance, “under the umbrella” means that these status offences are part of juvenile delinquency. You can think of it by imagining juvenile delinquency as a tree, and status offences are just one branch. Or - to stay true to the phrase - juvenile delinquency is an umbrella, which has many things under it (or covered by it), and status offences are just one of these things.
