To me, it sounds like a rather awkward mix-up of the two phrases
‘in the loop’
and
‘under the wire’.
I can’t place a meaning on it unless it’s literal and talking about something like a point on a graph underneath a loop drawn on the graph, but somehow I doubt that meaning. I suspect it’s not correct English.

See “under the loupe.” The reference is to a jeweler’s loupe and it means to examine something closely.
