"Two hours later" vs "after two hours"

I am just confused about the following issue:
when I called someone and then he asked me to call him later! What is the right to say
“I will call you two hours later”
Or
“I will call you after two hours”

I suggest:
I will call you in two hours.
or
I will call you in two hours’ time.
If you mean you will call sometime after two hours have passed, then I suggest:
I will leave it at least two hours until I call you.

I’ll call you after two hours. Means I’ll call you after two hours have passed but it may be after 2 hours and 30 minutes.
I’ll call you in two hours. Means I’ll call you as soon as two hours have passed. Right?
