took place ever again

Hi,
“I cannot imagine that something like that took place ever again,” –was said while dealing with а wrong decision. IMHO, it could be either, “I cannot imagine that something like that takes place ever again" OR: “"I cannot imagine that something like that took place.”

What do you think?

You mean if you read it referring to the past? But if said about future possibility, could it be put like that (somehow I was reading it that way)?

If said about future then it would be:
I cannot imagine that something like that will take place ever again.
