Toeic vocabulary question: Warrant/ensure

Hello there,

There is a TOEIC question whose answer was quite obvious for me at the first sight, however after discussing with others who had chosen a different answer (which was by the way not the right answer) made me think that their answer could also work.
Could « warrant » work in this context?

Here below the question:
we are reviewing the packaging procedures for our products and are looking to add more steps to… that the products are packaged securely and delivered without damage.
A)secure
B) affect
C) ensure ( my answer)
D) warrant (answer chosen by some)

The verb ‘warrant’ can’t be a followed by a clause, it’s always followed by an object.
