I find it is not easy to understand the phrase “to see an increase”.
Does the verb “see” here have a literal meaning?
How about the following sentence?
TNT has had a 60 per cent increase in freight demand year-on-year.
Does it have the same meaning as the original?

“see” is used in the sense of “experience” or “witness”.

Your version means more or less the same, but “had” seems a slightly lazy choice of verb in this case.
