"to meet" vs "a meeting"

Is it possible to say:

“We’ve arranged a meeting outside the school at 4:30?”

or is there a strict rule to use “to” + infinitive after arrange, so that this sentence would look like this:

“We’ve arranged to meet outside the school at 4:30?”

I suppose that
“We’ve arranged a to meet outside the school at 4:30?” is incorrect ( you souldn’t use ‘a’)

“We’ve arranged to meet outside…” is possible i think.

“We’ve arranged a meeting outside…”, ‘a meeting’ is a noun (so these 2 sentences are similar) and both OK.
If I made a mistake please correct me.
