As far as I know, after to we use base form to make an infinitive, so the second one is wrong.

I said to Mr k. that the second sentence was wrong, but he did not believe me! So my answer to him was correct Dozy. Right?

I would say
We never use “to” in front of the simple past.
Do we ever use “to” in front of the simple past? (BTW, can I use “ever” with the indefinite tense?)

I believe so.
I found it in Cambridge Grammar. I’m teaching intermediate and advanced Grammar of Cambridge to my students. This type of tenses are not very convincing to Burmese students. So, I need to teach them senses of the tenses. Most of the ESL students can write tenses very well if they catch the senses of them.
