When someone says “to facilitate a meeting”, does that always mean “to preside a meeting?”
Are there any differences between the two?

It means to initiate or schedule a meeting. At least, in my opinion.[YSaerTTEW443543]

For me, it means to organise a meeting (and sometimes to host it too).
I’d take it as ‘to provide all the support (infrastructure etc) so that the meeting takes place as scheduled and without failure’. And it cannot mean ‘preside over’.
