It was expected to be received(future tense) in Feb. What I want to ask is the “Tense”. For example, I wrote this sentence in Jan and expected something can be received in Feb. But in Mar, that thing cannot be received. Then I want to re-write this sentence in Mar and want to express that something that originally can be received in Feb but failed in getting it.
If you wrote the sentence in January, it would read: We expect to receive the shipment in February.
If you wrote your sentence in March, it would read: We expected to receive the shipment in February.
Now, what is your dissatisfaction with those?
I don’t understand the usage of “to be”. What would be the meaning/difference if I change it to passive voice, like my first post “it is expected to be received the shipment in February”. Under passive voice, can I change it to “it is expected to receve the shipment in February”.

what does IT in yr sentence mean? If you used passive voice here, i think IT and THE SHIPMENT are one. Instead, write yr sentence like this: the shipment was expected to be received in february. This is just double passive, i think so. Divide it into 2 clauses: the shipment was expected…the shipment was received in february. Then, combine them, it’s correctly yr sentence.

Let us substitute the pronoun ‘It’ in your original sentence with ‘Parcel’.
‘The parcel is expected to receive in February’ makes it sound like the parcel is actually doing the work in the process of someone receiving it, which is not true.
‘It is expected to be received the shipment in February’ is wrong.
The sentences ‘It is expected that the shipment will be received(by them) in February’ and ‘The shipment is expected to be received in February’ make sense.

Thank you for correcting my grammatical mistake. I fully understand your first sentence ‘It is expected that the shipment will be received in February’. But for the second sentence ‘The shipment is expected to be received in February’, I want to know why you use ‘to be received’, can I replace it by ‘to receive’. Then it become ‘The shipment is expected to receive in February’.
This phenomenon is called rumour passive. I’m giving you the active form of yr sentence. They expect that the shipment will be received in February. There’re 2 ways to change this sentence into passive as it has 2 clauses and 2 subjects. It’s expected that the shipment will be received in February. And the shipment is expected to be received in February. To be received as the shipment WILL BE RECEIVED not THE SHIPMENT WILL RECEIVE. There’s one more problem about this kind when the tenses of the verbs in 2 clauses of the active sentence are present and past or simple and perfect. For ex, people say/said he has/had been sent to hospital. For it is/was said that…structure, the main clause remains unchanged. We just need to say attention at the rest structure: he is/was said to HAVE BEEN SENT to hospital.
