I have a doubt about this:
I got a reply from an University - I asked for courses costs - and they say:
The cost is XXX per two semesters …" Books and supplies and miscellaneous are also in there"

Is it right to believe that books and so on are included in the specified cost?

Yes, that is what I would think, though they could have been more clear - “This cost includes books, supplies, and miscellaneous fees.”
