Time was not ready

I’d like to ask about the meaning of the phrase “the time is ready/was not ready” in the following context:

I did not reveal the major soul secret about the abdomen in that book because the time was not ready. Now the time is ready to tell humanity that our abdomen is the second secret soul center of soul intelligence, wisdom, and knowledge.

Does “the time was not ready” mean “it was to early to do smth”. Does “the time is ready” mean “the time has come to do smth”? What seems strange to me is that I can’t understand how time can be ready or not ready? Is this a common English expression?

This is reasonably common but rather formal or literary. Your meanings are right.
