Man: Won’t be a minute.

Woman: By the time he brings me the scotch tape, Christmas will have come and gone.

Man: What are you mumbling about?

Woman: I said by the time you bring me the tape, Christmas will have come and gone.

Man: I’ll just be a minute. There got it.

Woman: Ha, ha, ha, Chips!

Man: I got all the scotch tape for you now, Frankie, but this tape sure is sticky.

Woman: Sticky tape is meant to be sticky.

“There, [I] got it.”
Chips finished what he was doing. He got all of the Scotch tape.

2- What does “I got all the scotch tape for you” mean?
Literally, he has gotten all the Scotch tape so he could take it to her.
The joke is that he decided to take the tape off of the handy little roll before taking it over to her.

The past tense of get.
“Did you get the mail?”
“Yes, I got it.”

He took possession of it.
The tape was on the counter. He picked it up.
(Actually, he wrapped it around his hands, but he still got it.)
