I read in a document that to connect with is replaced by to start with. is this true?
It depends on the usage.

I don’t know whether it is true. for example: To connect with, the main role of universities is to provide their students practical knowledge and skills in need.
That sentence does not make sense. (“in need” is wrong, as well as “To connect with”.)
“To connect with” doesn’t mean the same thing as “to start with.” You would say that you “connect with” someone when you feel a mutual understanding with him or her.
