The use aim in a sentence

Please tell me the right use of “aim” in a sentence. For example:

  1. The project is aiming at building…
  2. The project is aimed at building…

which one is correct?

It depends on what came before this sentence and what comes after the ellipsis.
They could both be used.

The first sentence suggests what is proposed and the second sentences suggests what has been agreed.
