Please tell me the meaning of “would” in two following sentences:

I would say that Britain is currently in the grip of a spell of nostalgia.
They would describe themselves as Molly dancers because they are form the east of England

Sense 5 at oxforddictionaries.com/definition/would seems to apply: “expressing a conjecture, opinion, or hope” (in this case opinion).
