the meaning of "go stepping"

I dont get the several expressions in bold, could you help me understand them, please? For your information:he is a plumer, she is one of his clients

Particulary:

  1. does “go stepping” mean “go dancing” if it means something obcsene, you don’t have to explain it then
  2. I completely dont understand the second bold part, i.e. tipped her a wink that aspired to worldly wisdom and made it almost to informed vacuity

what on earth is informed vacuity?
does tipped her a wink mean winked at her
what does aspire and make suggest?

2-- He winked at her. He hoped it made him look sophisticated (worldly wise), but it only succeeded in (made it to) making him look slightly more than stupid (informed vacuity).
