I think, it stresses the idea that in her mother, Chelsea would have a person to rely on, whatever circumstances could be. In plain words, she could always find a shelter on her mother’s bossom and receive a warm welcome.

It simply means that Eli’s mother always welcomed Chelsea’s presence. It explains that Eli’s mother treated Chelsea similar to the way she treated her own children, hugging Chelsea and being affectionate towards her when they met.
