You changed tense, so those have different meanings.
The chef cooked the food.
The food was cooked by the chef.
These two have the same meaning. It’s a difference in style. The active voice is more straight forward and easier to read, but they have the same meaning.
I’m guilty of using the passive voice a lot. I don’t speak that way, but I often write that way.
Edit: I realized that your example sentences might not be different tenses. If you meant for The food is cooked to mean it is currently being cooked, then it’s a very awkward way of saying it.
If I read The food is cooked., to me it means the food was cooked in the past. So the cooking is done, and is now ready to eat.
