Could this be “That’s so hokey”, pronounced like hoe-key?
If so, it would mean corny or phony.

It means that people do not attach much value to the concept of “self-love.” By the way, maybe this helps:

So, clearly the idea is that you can’t love another person if you don’t love and respect yourself which is very true.
