‘That’s fine for me’ suggests that what you have given me (say a drink or a plate of food) is all right for what I need. ‘That’s fine by me’ suggests more generally that that is all right as far as I am concerned. That could refer for example to an arrangement or a decision that has been made by others and these others want to know whether you agree.

I always used to say ‘That’s fine for me’ when somebody asked me for my agreement to some proposal, say, meeting at some place at a specified time.
I should have said ‘fine by me’ instead.
